Comissão debate participação cívica activa e atribui Estrelas de Ouro a projectos dos cidadãos
No seguimento de uma selecção efectuada no início deste ano, a Comissão Europeia atribui hoje a doze projectos de participação cívica as «Estrelas de Ouro da Cidadania Europeia Activa», numa cerimónia a realizar em Bruxelas. A cerimónia assinala igualmente o lançamento oficial do Fórum «Europa para os Cidadãos» 2008, que constitui uma oportunidade para debater a questão da participação cívica e a sua influência na Europa.

Todos os anos, as «Estrelas de Ouro» reconhecem oficialmente projectos financiados pelo programa «Europa para os Cidadãos», cujo objectivo consiste em fomentar o empenho dos cidadãos na construção da Europa. Só em 2008, este programa prevê mobilizar cerca de um milhão de participantes directos, que assim terão a oportunidade de descobrir as diferenças e as semelhanças culturais entre a sua cultura e a de outros cidadãos da Europa. Pessoas oriundas de quase 4 000 cidades europeias irão participar em mais de 1 200 intercâmbios, nos quais debaterão a forma como os valores europeus comuns afectam o seu quotidiano. Ao conceder apoio financeiro a projectos de comemoração e preservação da memória, o programa consegue sensibilizar os cidadãos europeus para a sua história comum.
Darão hoje início ao Fórum Ján Figel', Comissário Europeu para a Educação, Formação, Cultura e Juventude, Jean-Pierre Jouyet, Secretário de Estado francês para os Assuntos Europeus, Marek Mora, Vice-Primeiro Ministro Adjunto da República Checa, responsável pelos Assuntos Europeus, e Hannu Takkula, Membro do Parlamento Europeu e presidente do júri de selecção das Estrelas de Ouro.
«Os projectos a que agora estamos a atribuir as Estrelas de Ouro demonstram que a Europa foi construída para os seus cidadãos, e que são estes que irão fazer a diferença. A UE não diz apenas respeito à actividade empresarial e à economia; temos de reforçar o seu lado humano. Estou convencido de que uma maior participação cívica permitirá levar a Europa mais longe e torná-la ainda mais humana. Os testemunhos que apresentaremos no Fórum amanhã confirmarão isto mesmo», declarou o Comissário Figel'.
A sessões plenárias e os seminários a realizar durante o Fórum «Europa para os Cidadãos», em 14 de Novembro, proporcionarão uma panorâmica das diferentes formas de empenho cívico e das ferramentas que permitem exercê-lo com dinamismo. Será prestada particular atenção às próximas eleições para o Parlamento Europeu e às novas formas inovadoras de participação cívica.
Entre os oradores principais encontram-se Sandra Kalniete, deputada ao parlamento letão e antiga Comissária Europeia, que desempenhou um papel essencial no movimento de independência do seu país, e Tommaso Padoa‑Schioppa, considerado o «fundador» e o «motor intelectual» do euro; ambos testemunharão da diferença que a participação cívica pode fazer na Europa.
O evento está aberto à imprensa. O Comissário Figel', o Presidente da Câmara polaca de Oswiecim, J. Marszalek, e o Deputado Takkula poderão ser entrevistados durante a conferência de imprensa que se seguirá à cerimónia de atribuição dos prémios, em 13 de Novembro.

A) Town Twinning Projects
- The Future of the European Union – Consequences and Perspectives of the Enlargement in view of German–French, German-Polish and German-Hungarian Town Twinning Partnerships, Reichelsheim, DE (Partners: Dol de Bretagne-FR, Jablonka-PL, Nagymanyok-HU).

A project debating the challenges of Europe at local level during the German presidency: impact of the EU and the German presidency, value of the EU for the citizens, role of citizens, people with disabilities in European societies, climate change, EU environmental policy and equal opportunities.

A project built around participants' active contributions on the subjects chosen: 2007 Year of Equal Opportunities, exchange of practices, workings of the EP. Well adapted methods for all age groups.

Active participation of young people taking further interest in European integration and democracy in Europe. Celebration of the 2007 EU enlargement to Romania and Bulgaria. The project served also as an opportunity to show a travelling exhibition on town twinning.

A remembrance-related event/conference, where testimonies of the second and third generation of the families of the concentration camp survivors were presented and discussed.
